UID Background

In an attempt to improve asset management through uniquely identifying property, plant and equipment, operating materials and supplies, the Department of Defense (DoD) has initiated a business transformation and the unique identification program (UID). The framework is intended to be implemented and interoperable across joint and multi-national organizational boundaries and comparable across the Department of Defenses business systems. The purpose of the UID program is to both uniquely identify and value items to provide better asset accountability and valuation through the life cycle.

A recently established policy makes UID a mandatory DoD Requirement on all solicitations issued after Jan. 1, 2004. In addition tangible personal property and Government Furnished Property (GFP) in the possession of Contractors must have UID markings and registration of the UII by May 2006. The long term goal is to complete UID marking of items and all embedded assets within the DoD system by Dec 31, 2010. DoD contracting officers are required to include the clause in all solicitations, defining items necessary for identification and valuation. All tangible items delivered to the government will require a unique item identification (UII) if:

  1. The unit acquisition cost is over $5000.
  2. Serially managed.
  3. Mission essential.
  4. Controlled inventory.
  5. It is a consumable item or material where permanent identification is necessary.

What is UID?

Unique identification (UID) is a system that allows the Department of Defense (DoD) to distinguish one object from another, and to track objects throughout their organization. This system requires that parts have a "unique" identifying mark (data matrix) which is machine readable and permanently affixed as a label or directly marked on the part. The data matrix symbol is a high density 2-D matrix style code. The data contained in the data matrix is formed by combining the manufacturer's or enterprise identification with a part number and/or a serial number which is unique to that one part. The data must be encoded following a specific language and format in order for Automatic Identification Technology (AIT) to read and interpret the data. The unique item identifier (UII) is derived by concatenating the string of specific data elements in the data matrix to identify an individual item distinctly from all other items that the DoD owns.

There are two basic methods of constructing the UII for an item.

  • Construct #1 - serialization within the enterprise identifier
  • Construct #2 - serialization within the original part number, lot number or batch number (within the enterprise identifier)

Which construct you use depends on your company and manufacturing process.

The data matrix may be applied to an identification plate securely fastened (using an approved adhesive or mechanical fasteners) to the item or may be applied directly to the surface of the item. The mark shall be as permanent as the normal life expectancy of the item and be capable of withstanding the environmental tests and cleaning procedures specified for the item to which it is affixed.

After constructing the data matrix symbol quality checks are required for data content (validation) and data accuracy, code profile and appearance (verification). The data content is validated by de-coding the mark using an automated (barcode) reader. The profile or appearance of the code is inspected with vision verification equipment. The quality standard for acceptance of the machine-readable code must meet the specifics of MIL-STD -130N, ISO15415 and/or AS9132.

Wide Area Workflow is the standardized data capture mechanism for transmitting UID data from the contractor into the DoD UID registry for new acquisitions. The UID registry will maintain the records of what the item is, the original owner, initial value, and interact with other systems for property management and logistics.

All-Marks will design and provide the basic UID labels mandated for all U.S. Government materiel purchases. These labels contain both plain text and a data matrix barcode that allows government agencies to identify and locate all their assets in a central database. Verification reports can be provided on a CD-ROM or as a printed paper report or both as the situation dictates.

In this case the 2D data matrix incorporates only the serial number and part number.Many of the items requiring a UID already bear data nameplates. It is an implicit assumption that the durability of the original data plate provided the standard of permanency which is also required for the data matrix mark. It is estimated by the DoD that at least initially 80% of the UID markings will be on labels or plates affixed to an item, and only 20% will be direct part marked.

Current data plates and labels can be modified to include a data matrix in order to comply with the Department of Defense requirement for machine readable unique identification. If you already use labels which include a company identifier such as a Dunns number or a Cage code, a part number and a unique serial number you have the basics for constructing a UII and the resulting data matrix. We can work with you to create or modify company drawings and current labels to meet Department of Defense Mil-Std-130M requirements.

If you have a CO2 laser marking device and want to produce your own UID labels on site All-Marks will provide blank labels, cut to your exact specifications with holes, corner radii and/or adhesive. Labels can be individually cut or provided in sheets. Or, if you prefer, labels can be preprinted with your company logo and standard data. All you have to do is add the variable information and the data matrix. This allows you to control changes and produce the label just as you need it.
